Представлена оригинальная авторская концепция институционального преобразования банков, соблюдающих запрет ссудного процента применительно к новой системе (модели) хозяйствования, соответствующей синергии мировоззренческих ценностей народа и суверенизации российского государства, с включением в состав этих ценностей традиционных религий, в том числе ислама, налагающего запрет на ссудный процент. При этом основное внимание уделяется задействованию системностратегического управления для такого преобразования всей банковской системы страны, в котором эта система из самодовлеющего института, определяющего денежную политику государства и служащую самонакоплению денежного капитала, превращается в подчиненный элемент института стратегического управления и планирования национальной экономики, определяющего величину, характер, целевые направления эмиссии денег и поручающего Центральному банку осуществлять при этом действенный контроль и эффективное регулирование денежных потоков на всех уровнях общественного воспроизводства. Предлагаемые преобразования ориентированы на реалии новой исторической эпохи, переход к которой осуществляется в настоящее время в условиях обострения противоречий в ходе борьбы с уходящей в прошлое эпохой на всех полях жизнедеятельности социума – от идейно-мировоззренческих и до научно-технических, а также и экономических, в условиях глобальной цифровизации и развития искусственного интеллекта.
The author’s original concept of the institutional transformation of banks that comply with the prohibition of loan interest is presented in relation to the new management system (model) corresponding to the synergy of the ideological values of the people and the sovereignization of the Russian state, with the inclusion of traditional religions, including Islam, which imposes a ban on loan interest. At the same time, the main attention is paid to the use of system-strategic management for such a transformation of the entire banking system of the country, in which this system turns from a self-sufficient institution that determines the monetary policy of the state and serves to accumulate monetary capital into a subordinate element of the institute of strategic management and planning of the national economy, which determines the size, character, the target directions of the money issue and instructs the Central Bank to carry out effective control and effective regulation of cash flows at all levels of social reproduction. The proposed transformations are focused on the realities of a new historical era, the transition to which is currently taking place in the context of escalating contradictions in the course of the struggle against the passing era in all fields of social activity – from ideological and ideological to scientific and technical, as well as economic, in the context of global digitalization and the development of artificial intelligence.
