В научной статье рассмотрены проблемы и недостатки в сфере жилищно-коммунального хозяйства, приведены доводы, подтверждающие необходимость ее трансформации. Актуальность исследования обусловлена несколькими факторами: развитием концепции ESG в коммерческом и государственном секторах; необходимостью решения задачи повышения энергосбережения в жилищно-коммунальном хозяйстве посредством учета факторов экологической безопасности в модели устойчивого развития; экономической неэффективностью хозяйственной деятельности предприятий ЖКХ из-за высоких расходов энергетических ресурсов. В рамках статьи проанализированы проблемы и недостатки государственной системы управления жилищно-коммунальным хозяйством в России. Рассмотрены особенности ESG-повестки при трансформации отрасли ЖКХ. Определены решения и технологии, применение которых будет способствовать повышению экономической эффективности трансформации жилищно-коммунального хозяйства в целях интеграции ESG-факторов в управление отраслью. Автором делается вывод о необходимости трансформации жилищно-коммунальной сферы в России с учетом ESG-концепции, которая в том числе позволит улучшить экономическую эффективность деятельности коммунальных предприятий.

The scientific article examines the problems and shortcomings of the current system and provides arguments confirming the need to transform the activities of the housing and utilities sector. The relevance of the study is due to several factors: the development of the ESG concept in the commercial and public sectors; the need to solve the problem of increasing energy conservation in the housing and utilities sector by taking into account environmental safety factors in the sustainable development model; economic inefficiency of economic activities of housing and utilities enterprises due to high energy consumption. The article analyzes the problems and shortcomings of the state system of housing and utilities management in Russia. The features of the ESG agenda for the transformation of the housing and utilities sector are considered. Solutions and technologies are identified, the use of which will help increase the economic efficiency of the transformation of the housing and utilities sector in order to integrate ESG factors into industry management. The author concludes that it is necessary to transform the housing and utilities sector in Russia taking into account the ESG concept, which, among other things, will improve the economic efficiency of utilities.
