Развитие транспортной системы является обязательным условием устойчивого развития всей экономики. Достаточная транспортная инфраструктура для удовлетворения потребностей производителей и потребителей в перевозке грузов и пассажиров в передвижении позволяет построить оптимальные маршруты и реализовать эффективные логистические процессы. Исторически финансирование развития транспорта и его инфраструктуры осуществлялось за счет государства. При этом эффективность использования бюджетных средств не всегда находит отражение на практике. Возникающие риски нецелевого и непродуманного использования государственного финансирования, а также различные опасности и риски макро- и микроуровней формируют необходимость внедрения рискориентированного подхода в управлении транспортным комплексом, начиная с разработки программ его развития, что подтверждает актуальность темы исследования. Для описания методологической базы исследования проведен анализ международных и отечественных стандартов управления рисками. Выявлены особенности и подходы к управлению рисками и их оценке. Практическая часть исследования содержит анализ государственной программы «Развитие транспортной системы», который позволил выявить наличие несоответствий и ошибок в содержании документа, которые могут препятствовать достижению поставленных целей развития транспортной системы. Проведенный анализ позволил сформировать автору рискориентированный алгоритм при установлении целей и программ стратегии развития транспортного комплекса и разработки стратегии в целом, способствующий совершенствованию подходов к разработке программ устойчивого развития. В статье также представлен подход автора по внедрению технологии анализа средств контроля и анализа рисков HACCP в процесс выполнения программ развития транспортной инфраструктуры для повышения их объемов, качества и эффективности использования бюджетных источников финансирования.
The development of the transport system is a prerequisite for the sustainable development of the entire economy. Sufficient transport infrastructure to meet the needs of producers and consumers in the transportation of goods and passengers in movement allows you to build optimal routes and implement effective logistics processes. Historically, the development of transport and its infrastructure was financed by the state. At the same time, the efficiency of budgetary funds is not always reflected in practice. The emerging risks of inappropriate and ill-considered use of public funding, as well as various dangers and risks of macro and micro levels form the need to introduce a risk-oriented approach to managing the transport complex, starting with the development of programs for its development, which confirms the relevance of the research topic. To describe the methodological basis of the study, an analysis of international and domestic risk management standards was carried out. Features and approaches to risk management and their assessment are identified. The practical part of the study contains an analysis of the state program «Development of the transport system», which allowed to identify the presence of inconsistencies and errors in the content of the document, which may hinder the achievement of the set goals of the development of the transport system. The analysis allowed the author to form a risk-oriented algorithm when setting goals and programs for the strategy for the development of the transport complex and developing the strategy as a whole, contributing to the improvement of approaches to the development of sustainable development programs. The article also presents the author's approach to the implementation of the technology of analysis of control means and risk analysis HACCP in the process of implementing transport infrastructure development programs to increase their volumes, quality and efficiency of using budgetary sources of financing.
