Abstract

The article considers methodological aspects of assessing structural transformations of industrial complexes in achieving technological leadership. An original methodology is proposed, which is based on a multi-level hierarchical model, including: a) the author’s taxonomy of factors, b) industry differentiation and c) linking to vector directions of technological leadership. The author’s methodology is distinguished by the fact that it aggregates information at several levels: from indicators to subfactors, then to classes of factors, then to private integral indices. And, finally, to the calculation of the integral index of structural transformations. The use of methodological tools ensures the transition from diagnostics to management based on the construction of industry scenarios of accelerated structural transformation; forecasting the dynamics of maturity indices; linking with target indicators of scientific and technological development.
