Abstract

The purpose of this article is to propose and scientifically substantiate a new paradigm for regional development based on the principles of managed specialization, spatial connectivity, and accelerated development of construction infrastructure in the context of the current legislative agenda of the Russian Federation. The research methodology is based on a systems approach, content analysis of regulatory acts and transcripts of the Federal Assembly of the Russian Federation, and the application of spatial econometric methods to modeling interregional flows. The paper demonstrates the evolution and institutional limitations of classical «core-periphery» theories as applied to contemporary Russian realities. It systematizes current debates in the domestic regional economy. The author formulates the concept of «space-flow», in which the construction industry and strict infrastructure standards act as the basic material driver for overcoming core-periphery polarization (based on materials from the Yaroslavl Region). The paper concludes that the transition from spontaneous agglomeration concentration to controlled specialization through mechanisms for the formation of rural agglomerations and the modernization of the construction complex is recognized as a strategic priority, ensuring economic sovereignty and balanced spatial development of territories.
