Abstract

In the context of the change in the historical epochs of human civilization and its cultural ones, the content, character, forms, algorithms and methods of functioning of all available types of management change, with the transformation of their essence and with a change in the positive or negative sign of their social utility. However, the cooperative type of management, being included as one of the backbone elements in the integral complex of types of management of the economic system of one kind or another, is an exception in the sense that it is not transformed due to its squeezing out of the area of economic activity by types of management more adapted to the struggle – this is due to the cohesion of a number of historical circumstances. This negative trend can and should be replaced by the trend of revival and further progressive development of the cooperative type of management, concentrating on the use of its organizational and managerial potential in the system-institutional.

Abstract

The article presents the author’s position on solving the actual problem of managing the development of the organization’s human capital in the context of innovative transformation processes. The place, role and effectiveness of the currently widespread reproductive model of staff development, its pluses and minuses in the development of human capital are determined. The objective prerequisites for the transition of the modern system of advanced training of personnel to educational technologies that guarantee the effective development of practice-oriented knowledge, skills and abilities necessary for solving constantly emerging new tasks by the personnel of organizations are revealed. The objective prerequisites are clarified and recommendations are proposed for the formation of a new model of a problem-project approach to managing the development of human capital in the process of professional development of personnel in self-learning organizations on the principles of professional interest. Its advantages in solving the problem of human capital are substantiated.

Abstract

The purpose of the work. The purpose of this scientific work is to analyze and form your own assessment of the level of efficiency of business platforms (marketplaces) as a modern channel of interaction between business structures and civil society (consumer part). The method or methodology of the work. The study was conducted using a general scientific methodology that provides for the use of systematic approaches to solving the problem. The basis for writing this scientific article was the fundamental works of Russian and foreign scientists who devoted their work to the study of economic interaction between business structures and civil society. Results. The most promising areas of interaction between business structures and civil society within the framework of the functioning of digital business platforms (marketplaces) are proposed. The scope of the results. The results of the conducted research can be applied by business owners and marketing, advertising and sales specialists of the business community. Novelty. The authors propose an actual vector of interaction between business structures and civil society in the framework of work on digital business platforms (marketplaces). Conclusions. An economic analysis of the effectiveness of interaction between business structures and civil society within the framework of the functioning of digital business platforms (marketplaces) has shown that it is necessary to constantly adjust this process. It is important to evaluate not only statistical indicators of the level of development of a particular digital business platform, but also to correlate with geopolitical events in the country and the world, which have a noticeable impact on the solvency and consumer sentiment of civil society, respectively, and on the level of supply and demand.

Digitalization of the global economic system in general and cross-border trade, in particular, has become particularly relevant due to the difficult economic situation in the world caused by the Covid-19 pandemic in 2019. As a result, online commerce has taken a leading position in the movement of goods using the Internet telecommunications network. In connection with the above, it can be concluded that the topic of digitalization of cross-border trade in goods is relevant today and occupies a leading position in the field of further development of remote information and communication technologies. Abstract

The modern financial market is in dire need of comprehensive and effective information support. This need is based on the fact that absolutely all processes (from the formation and processing of information to the construction of forecasts and models for the purpose of making managerial decisions) require large-scale calculations and a long time, which is excluded with the use of information technology. The modern process of formation and integrated functioning of the latest information technologies is closely related to the activities of financial markets and sets the most important task of automating the processes of this sector of the economy. This article describes the importance of modern information technologies, both for the financial market of a particular region and within the country as a whole, their features and factors affecting the promotion process are identified. Automated information technologies are considered by the authors as a cost-saving tool for modern enterprises, which are closely related and implemented in all spheres and directions of society’s life and in all economic and social processes. Special attention is paid to the disclosure of the features of the use of information technologies in the financial sector. At the same time, the prospects of using such new technologies as artificial intelligence, blockchain, etc. are shown.

The key factors of the relevance of the implementation of strategic management in public institutions are identified. The basic differences between the elements of strategic planning in government and commercial organizations are substantiated: mission, vision, main strategic goals, strategic objectives, strategic maps and operational plans. The features of the organization of strategic management of commercial and government institutions are revealed at the stages of: preparation for the implementation of the strategic management system, the creation of a strategic committee, the development and protection of strategic plans of the organization and its individual units, monitoring the implementation of plans and reporting managers on the strategic committee.

Abstract

The article studies the main objectives of the national regional policy implementation with regard to modern realities. Goals and instruments that are able to achieve them become the subject for adjustment in accordance with changes in the external environment, trends in technology development, results of scientific and technological progress. New opportunities arise with the time, they bring more efficient and less resource-intensive solutions for the set goals and their corresponding tasks. All innovations should undergo additional analysis for their compliance with the interests of society and contribute to improving the lives of the population. The instruments for achieving goals are studied from the perspective of current trends in development of information technologies. The main instruments for implementing the goals of the regional economy are highlighted, special attention is paid to exploring solutions that are most promising in conditions of digitalization. Improvement of the instruments used for regional economy regulation contributes to the expansion of opportunities for economic growth of the region, increasing the level of manageability of economic systems, increasing the quality of life of the population, contributes to accelerating the pace of socio-economic development of the region. The actualization of methods for achieving the goals of the regional economy with regard to the modern results in scientific and technological progress, contributes to intensification in socio-economic development of the region, expands possibilities for influencing the factors that accelerate such development. Special attention is paid in the article to the study of the most efficient usage of the region’s resources.

Abstract

The article presents the results of a study devoted to some substantiation of the relationship between the composition of resources and the resource potential of the service sector. Based on the study of a number of works devoted to the analysis of the resource potential of the service sector, the article concludes that the interpretation of the resource potential of the service sector is ambiguous, as well as the lack of uniform approaches to determining the structure of the resource potential of the service sector. The scientific article proposes the author’s interpretation of the term resource potential of the service sector, on the basis of which a new vision of the relationship between the composition of resources and the resource potential of the service sector is presented. The study concludes that the processes of formation of resources in the service sector, as well as the processes of building and using resource potential, are a rather complex multifaceted process that requires a systematic approach and accounting, and the presented diagram of the relationship between the composition of resources and the resource potential of the service sector will allow a more reasonable approach to assessing resource potential of the subject of the service sector, and can also serve as an auxiliary tool in the development of organizational development strategies.

Abstract

The article presents the results of a study on the organizational and methodological aspects of assessing the quality of accounting information in the activities of business entities in the service sector. Within the framework of the scientific article, the author’s view on the assessment of the quality of accounting information is presented based on the indicators of the accounting (financial) statements of business entities in the service sector. The study proposes the use of process methodological support for assessing the quality of reporting of business entities in the service sector. The study concludes that the quality of accounting information is expressed not only by the correct implementation of all the norms in the field of accounting and reporting, but also as a result of the process of regulation and standardization of the entire accounting process, including the organization of managerial decision-making by an economic entity in the sphere services with the obligatory presence of an effective control system, both the quality of accounting and the quality of managerial decision-making.

Abstract

Methane explosions in coal mines are the most dangerous type of accident, they often lead to serious destruction and casualties among workers. The main means of ensuring safety is the timely degassing of mines and coal seams, which requires special equipment, financial and time costs. The discharged gas-air mixture is released into the atmosphere or burned, but the most appropriate way of disposal is to use it as fuel for boilers, turbines and other devices. About 7% of mine methane is usefully used in Russia. The article discusses the problems of implementing such projects, analyzes foreign experience and tools for achieving return on investment in coal methane projects.

This article is devoted to the study of Russian and foreign experience in increasing the profitability of coal mining. As foreign experience, the experience of the USA, Europe (France, Poland, etc.) is used, since these countries specialize in coal mining and have positive situations to improve the profitability of this type of mining. An algorithm for increasing profitability in coal mining based on the experience studied is proposed.

Abstract

The Arctic regions of Russia are among the richest in the composition of both rare earth elements and fuel and energy resources, which are of great interest to the country’s economy. Coal has grown significantly in price in recent years and the demand for this raw material is growing annually. Moreover, many countries adhering to the carbon-neutral agenda and abandoning the coal industry have begun to return to this source of raw materials. The purpose of this work is to identify and study the economic prospects for the development of coking coal in the Arctic regions of Russia, as well as to analyze the potential for the implementation of logistics routes through the Northern Sea Route. The possibilities of selling coking coal are actively increasing in the East Asian region, where heavy industry is developing, and this type of coal is relevant and in demand for its properties and qualities. Russia competes for these markets, so strengthening the export base with Arctic deposits that have direct access to the Northern Sea Route is a competitive advantage. The scientific base of the work consists of Russian government sources, statistical databases, expert opinions and assessments, as well as a practical base for the development of potential and existing deposits.

Abstract

The scientific literature reflects different views on the criteria and methods of evaluating the effectiveness of public procurement. Currently, the issue of determining the effectiveness of public procurement is poorly understood and remains open. The article proposes a systematic approach that provides the best choice of the supplier’s offer of goods, works or services. The offer evaluation system includes five stages of using procurement efficiency criteria and can be used to determine the best offer of a supplier of works, goods and services. The elements of the system provide a comprehensive description of the price criteria to achieve the effectiveness of procurement procedures. The use of efficiency criteria in procurement based on the selection of the best supplier allows   you to increase efficiency in procurement activities.

Abstract

It is assumed that green public procurement has a strong economic effect. In the European Union, the Green Course of public procurement involves switching from voluntary to mandatory. This article discusses public procurement using the methodology of law and economics in order to combine approaches from different disciplines and find ways to effectively solve environmental problems through procurement regulation. The main conclusions are that the costs and potential impact of environmental procurement on the environment differ in different industries, and therefore an industry-specific approach should be applied when developing regulation of environmental public procurement. In order to encourage companies to invest and develop their activities in a more environmentally friendly direction, it is important that a large number of customers use agreed environmental criteria. In addition, it is necessary to monitor the impact of green regulation of public procurement on competition, as well as to study the potential of public procurement to achieve environmental goals.

In this study, the product placement technology is considered as a key marketing element of the modern market economic system. In the process of studying this phenomenon, the author comes to the conclusion that today product placement technology is a full-fledged, and often much more effective alternative to classical direct advertising. Nevertheless, at the moment in Russian marketing practice, this technology is often regarded by potential customers as a kind of secondary (compared again with direct advertising) a way of communicating with the target audience.

The author comes to the conclusion that despite the intensive increase in the popularity of online media, television advertising remains to this day the most popular method of promotion in the market.

The article considers the management of reverse flows on the example of LLC «Customer Opt», which operates under the brand UPMARKET (marketplace). The processes of moving cargo in the forward and reverse directions (return flows) are analyzed and conclusions are drawn about the need to select the most appropriate rolling stock to optimize the cost of transportation and build ring routes, through which it is possible to combine direct and reverse flows of goods in a single route.

This article discusses ways to increase the competitiveness of both Russian coal itself and the entire industry. The main problems that can affect the coal industry of the Russian Federation are also highlighted. The article analyzes: the dynamics of the volume of coal production in Russia, the dynamics of the volume of exports of Russian coal, the dynamics of the average number of employees of the coal industry by main activity, the dynamics of the average monthly salary of 1 employee of the coal industry. The answer to the question of which countries will be the main importers of Russian coal under sanctions is also given.

Abstract

The scientific work examines the basic concepts and types of the shadow economy, as well as innovations in the fight against it. The analysis of the effectiveness of the applied measures is presented on the example of two countries, using data from reports of the World Bank, the European Parliament, the World Economics Agency, the International Monetary Fund and many other agencies. The paper also demonstrates the factors influencing the development of the shadow economy and its prerequisites.
