Competency management methodology as a modern approach to personnel management in an organization.

Abstract
The article discusses the methodology of personnel management based on a competency model, which is a structured set of employee competencies that have such important characteristics as necessity, identifiability, and measurability. An analysis was carried out of the competency models of large Russian companies – Sberbank PJSC, Russian Railways JSC, which build personnel management systems based on their own corporate competency models, continuously improved in accordance with changing goals, strategies, and challenges from the external environment. It is concluded that the new competency model of Sberbank PJSC corresponds to the development strategy of the bank as a digital system, because A significant place in it is given to digital skills. It was determined that the competency model of Russian Railways JSC needs to be updated due to the ongoing digital transformation of the holding company, as a result of which the inclusion of digital competencies in the model is justified: digital mobility is a component that will in the near future be a necessary core competency for all leading railway companies in the world, and as a result, its provision requires employees to possess digital skills.
