THEORY AND METHODOLOGY
The article discusses the development trends and current problems of legislative support of the Institute of Land Management in the Russian Federation. The author analyzes the current situation constraining the prospective development of land management, substantiates the main ways of the problems under consideration in the field of planning and organization of the proper use of land resources. In addition to presenting the issues of state regulation of land management relations, the author pays special attention to the processes of land management by the state. The historical aspects of the existing problems are presented in the framework of the study.
The aim of the article is to analyze the theoretical approaches to the concept of investment attractiveness of a region. Author analyses the modern concept of investment attractiveness and investment climate of a region that has been formed in the scientific papers of Russian scientists. As a result of the research author revealed some shortages of the modern approaches in identifying the concept of investment attractiveness, such as controversial approaches to define interconnection between investment attractiveness and investment climate, the lack of accent on the evaluation of the future state of factors that define investment attractiveness and investment climate of the region. Author proposed his own concept of investment attractiveness, investment climate and relations between mentioned and some related categories.
Trends in modern economic thought are developing almost exponentially: one new direction appears and its subdirectories immediately «arise». So, along with the already recognized directions in economic theory, there are such directions as econophysics, bioeconomics, unit economics. What is the need for so many new directions? Aren’t some of them essentially identical destinations, but with different names? These and other issues are relevant issues for a certain period of time. The article attempts to study modern economic trends and to define some relatively new directions in economic thought, such as: behavioral economics, impression economics, cognitive economics, attention economics, etc.
DIGITAL ECONOMY
The transition to organic agriculture can help overcome environmental problems in Russia and preserve natural resources for future generations. Also, the development of organic agriculture contributes to improving the quality of food products and can lead to an improvement in the health of the nation. One of the key factors that contributes to the development of organic agriculture in Russia is the presence of vast expanses of unused land. In light of this, the Russian Government is taking measures to stimulate the development of organic agriculture.
The measures taken include support and subsidies for organic farmers, the creation of special programs and projects, as well as the development of appropriate legislation.
The presented article is devoted to the study of the process of managing the production of organic products, automation of its main stages. The authors describe the development of a hybrid intelligent system for improving the process of managing the production of organic products for the development of organic crop production as a high-tech direction of agriculture. Information, behavioral models and a model of components of an intelligent system are presented.
The main modules of the hybrid intelligent information system are the knowledge base, the executive system, and the intelligent interface. For integration with other systems, it is possible to enable the integration module. The role of the intelligent interface is to form concepts used to make decisions about the possibility of producing organic products. In turn, the knowledge base, or concept repository, receives the extracted concepts and fragments of texts. The tasks of the executive system are visualization, statistics maintenance and search for associative rules of organic production factors within the framework of the considered level.
The developed system allows you to change input parameters and conditions by region, socio-economic situation and climatic conditions, adjust user requests to obtain the most optimal proposed solutions.
The article is devoted to the study of the current state and prospects for the development of a digital platform in the national economy and business environment. The concept of a digital platform is given, some types of digital platforms are revealed, as well as characteristic features. The high role digital platform in the digitalization of the economy is being clarified, numerous benefits are emerging and emerging. It is determined that the identification of the severity of a positive impact on the state of the economy, the possibility of forming a multiplier effect, extracting costs, collecting integral processes, combining a heterogeneous contingent of participants, validity, features of innovation-oriented processes and many other advantages, in combination determine the relevance of the digital development platform.
It is emphasized that the sanctions have determined the expediency of increasing the activity of the functioning of domestic digital platforms with the prospect of import substitution and ensuring the comprehensive independence of the national IT infrastructure. The current trends in the development of digital platforms are analysed, namely: the desire of domestic companies to expand the range of services provided; the formation of their own platform solutions by national industrial companies; the aggravation of problems in the field of maintaining internal infrastructure that ensures the development of digital platforms throughout the country; the growing interest of the state in regulating relations in the field of digital platforms, ensuring the unified integration of domestic systemically important companies, as well as advanced small and medium-sized businesses for their cooperation; strengthening the processes of state support for IT companies developing digital platforms and ensuring the creation of the necessary infrastructure.
The article discusses the priority directions for the development of the Russian economy in the conditions of sanction restrictions. One of these directions is the implementation of digital technologies to improve the competitiveness of enterprises. The study analyzes the impact of sanction restrictions and provides practical recommendations for their implementation in Russian enterprises. The author concludes that the introduction of digital technologies can have a positive effect on economic processes in Russia, improving product quality, reducing costs, and increasing labor productivity. This can become a key factor in increasing the competitiveness of enterprises and strengthening Russia’s economic position in the global market.
Objectives of the work. To analyze the current measures of economic security in the development of tools and mechanisms of digitalization of regional economies on the example of the city of Moscow and the Moscow region.
The method or methodology of the work. The study was conducted using a general scientific methodology that provides for the use of systematic approaches to solving the problem. The basis for writing this scientific article was the fundamental works of Russian and foreign scientists who devoted their work to the study of economic security and the impact of digitalization of the economy on regional economic activity.
Results. The study provides up-to-date information on economic security issues. In addition, the results of the study can be used to develop new business models that will reduce the degree of involvement of the economy in the shadow sector. The tools and mechanisms for digitalization of the regional economy considered in the article can assist in the development of similar tools in other regions of the country. The scope of the results. The study of the impact of digitalization mechanisms and tools on the level of the shadow economy in the regions can be of great importance for the development of a research base on this topic. The results of the study can be used as a starting point for further research in the field of the shadow economy and digitalization of regional economies.
Novelty. The scientific novelty of the study is the study of the relationship between digitalization and the shadow economy in the regions. Conclusions. It is important to develop a unified federal standard on digitalization of regional economies aimed at combating shadow processes in order to replicate it to the regions through rapid integration with clear regulations and description of methodologies and processes. To make it easier for regions, especially those that are less technologically advanced and have certain personnel and resource constraints, to integrate these tools and mechanisms of digitalization into their work.

Identify the factors that affect the level of the shadow economy in the context of digitalization. Develop recommendations on the use of digital technologies to reduce the level of the shadow economy in the regions.

In the current realities, when changes in the external environment occur very quickly and a state of uncertainty arises with them, strategic management comes to the forefront as an enterprise management tool. In practice, we can really see that companies using this tool in their activities work more efficiently and their financial results are superior to their competitors in this industry.
In connection with the above, it can be concluded that the topic of optimizing the strategic development programs of technology companies is relevant today and occupies a leading position in the field of further development of management technology strategy.
In the presented article, the author comprehensively examines the actual problematic aspects of the processes of optimizing the programs of strategic development of technology companies in modern political and socio-economic conditions, and also identifies possible directions for improving these processes.
concept of global challenges, which have a significant impact not only on the specifics of business development, but also on the state of the economy as a whole, has become increasingly important in recent years, both in the fundamental theoretical and practical spheres. The scientific and applied research presented in this paper is devoted to the problems of adapting the business development strategy to the prevailing realities of global challenges.
In the proposed work, the features of the development and practical implementation of strategic management in the system of state medical institutions are investigated. The main elements of strategic planning in a medical organization are considered, the mission and purpose of a medical organization are described in detail, with an emphasis on the national project
«Healthcare». A SWOT-analysis of the activities of a state medical organization is carried out, the main mechanisms for increasing the profitability of a medical organization are highlighted, practical recommendations are given to managers for implementing methods of strategic management of a medical organization.
ANALYSIS AND DIAGNOSTICS
The article examines the economic aspect of the activities of universities in the largest cities of the Russian Federation. The authors conducted a comparative analysis of the presence of universities in small, medium, large, large and largest cities and calculated the corresponding quantitative indicators, including the density of universities, the minimum, average and maximum number of them in cities of various types. The main features of the provision of paid educational services by universities to the population in the largest cities are investigated: the indicators of specialization of universities, the most popular areas of training, as well as the cost of training for them are determined. Based on the correlation matrix method, the relationships between the factors determining the main parameters of the paid higher education system are revealed: quantitative indicators of the presence of universities in cities, the ratio of public and private universities, the level of specialization of universities, the cost of studying in them, as well as the wages of the population. The results obtained convincingly indicate that universities located in the largest cities have significant competitive advantages over other participants in the paid educational services market.
The paper considers the problem of global climate change. It is noted that the current trend remains almost unchanged over the period of the long-standing existence of the problem, despite the efforts of the entire international community. Measures taken by the world community in this regard are highlighted. In particular, the development of sustainable architecture as a way to optimize the consumption of traditional power sources and impact on the rate of global climate change is analyzed.
It is indicated that the increase of costs of housing services in the Russian Federation is caused by the current approach to the energy efficiency of housing facilities and low grade of energy efficiency of existing dwellings.
Upon consideration of the problems under study, the conclusions and proposals necessary for further improvement and legislative regulation of the construction industry were defined. The key focus of the proposed measures is ensuring interest and further enhance of the construction market participants to reduce energy costs in the process of the housing stock exploitation. It is reported that the above-mentioned problems can’t be solved without implementation of the system-based approach to energy efficiency improvement of newly erected and existing residential and public buildings.
The article discusses the global practice of legal regulation of cryptocurrencies and the Russian experience in this area. In recent years, the cryptocurrency market has been growing rapidly, and the total capitalization of the cryptocurrency market reaches significant sizes, in this regard, the problem of determining the status of cryptocurrencies as a means of payment is considered. Any state will strive to maintain the monopoly of its own fiat currency as a means of payment. The emergence of a new, digital, decentralized currency, which is technically difficult to regulate, can lead to the rise of a shadow economy and a surge in fraudulent and other unlawful activities, from which the citizens of an unprotected country will suffer. Modern states are facing the problem of legal regulation of cryptocurrencies, there is no established global practice of such regulation, and there is often talk of either a complete ban on the circulation of cryptocurrencies, or a strict limitation of such circulation and citizens’ rights to dispose of them. The article examines various approaches to cryptocurrency regulation in different countries, including Venezuela, China, India, South Korea, and Singapore. Special attention is paid to the regulation of cryptocurrencies in Russia.
ENTREPRENEURSHIP AND INNOVATION
The paper analyzes the applicability of public private partnership in industrial projects. It is revealed that PPP has its own niche in implementing PPP industrial projects, however, the wide-scale application of this mechanism as it is in public infrastructure with all the set of guarantees and compensations that are usually provided by the public partner, may cause an excessive burden on the country’s budget system due to a significant increase in off-balance sheet obligations of the public side. It is proved that in the current conditions the most popular model of PPP for projects in industry is an offset contract which allows to ensure the return on investment of a private sector through guaranteed purchases of goods and services from the state.
ECONOMICS OF THE FUEL AND ENERGY COMPLEX
The article analyzes the world experience in assessing the state of methane release from coal seams and the possibilities of its use for the country’s economy in the development of gas resources. Significant co-benefits of CBM production and utilization include a significant reduction in the risk of fugitive emissions to the earth’s surface, the exploitation of otherwise waste gas resources, and the reduction of greenhouse gas emissions.
Energy independence is a key element of the country’s national security. The Russian Federation is one of the world leaders among hydrocarbon exporting countries, generating, on average, at least 1/3 of consolidated budget revenues from oil and gas revenues, and 2/3 of the total volume of energy resources produced domestically is sold on foreign markets. On the basis of oil and gas raw materials, the energy bases of many countries of the world are formed, including Russia, where oil and gas raw materials form almost 30% of the country’s heat and energy generation.
The purpose of the work is to search and select the most optimal tools for maintaining stable positions in the functioning of the Russian energy industry.
The scientific article analyzes the energy security of Russia in the development of a strategy for entering the world energy markets, the effective use of competitive advantages and energy efficiency to maintain the profitability of this industry during periods of turbulence and sanctions pressure. Also important are the features of work to ensure energy security, which is confirmed by the National Security Strategy of the Russian Federation until 2035, the concept of Russia's import substitution as part of the energy security strategy until 2035, and other key elements of the development of the Russian fuel and energy complex.
The basis of scientific research is: Russian and international sources of statistical data, Russian state and corporate databases, assessments and opinions of experts, strategies and roadmaps of the Ministry of Energy of Russia.
SCIENTIFIC VIEW OF FUTURE SCIENTISTS
Coal mining is the most important process of extracting valuable and energy-consuming minerals from the bowels of the earth. The development of coal industry requires high-quality, incremental, environmentally friendly and safe methods of mining «black gold» and associated minerals. The analysis of necessity and prospects of development of advance degassing of coal seams, presented in the article, which includes substantiation of use of this method of degassing in coal industry, description of stages and technology of application of plasma-impulsive influence (PEI) is caused by increase of intensity of methane release in coal mines at coal mining by underground method.
The main emphasis is placed on the emergence of the danger of gas-emission (methanostenosti) in connection with the deepening of drilling and development of mines, which in turn leads to tragedies associated with methane explosions and challenges the safe operation of miners. The article provides specific examples of the work of major coal mining companies, points out the need to use the method of early degassing and to develop new joint projects with major oil and gas mining companies.
The main conclusion from the analysis of methods of degassing and functioning of coal mines, is a description of the benefits and definition of development prospects of early degassing of coal seams in order to improve the efficiency of coal and methane production and provide safe labor activity of miners.
The purpose of the article is to study the economic damage from accidents at coal mines in Russia. In the course of a retrospective analysis, it was found that the most common types of accidents at coal mines are explosions, fires, collapses. It is revealed that the main causes of such accidents are a low level of production discipline and unsatisfactory control over the organization of work by engineering and technical personnel. Based on the methodological guidelines of the Ministry of Science and Education of the Russian Federation, the author calculated the economic damage from accidents at a coal mine.
