THEORY AND METHODOLOGY
The author’s original concept of the institutional transformation of banks that comply with the prohibition of loan interest is presented in relation to the new management system (model) corresponding to the synergy of the ideological values of the people and the sovereignization of the Russian state, with the inclusion of traditional religions, including Islam, which imposes a ban on loan interest. At the same time, the main attention is paid to the use of system-strategic management for such a transformation of the entire banking system of the country, in which this system turns from a self-sufficient institution that determines the monetary policy of the state and serves to accumulate monetary capital into a subordinate element of the institute of strategic management and planning of the national economy, which determines the size, character, the target directions of the money issue and instructs the Central Bank to carry out effective control and effective regulation of cash flows at all levels of social reproduction. The proposed transformations are focused on the realities of a new historical era, the transition to which is currently taking place in the context of escalating contradictions in the course of the struggle against the passing era in all fields of social activity – from ideological and ideological to scientific and technical, as well as economic, in the context of global digitalization and the development of artificial intelligence.
STRATEGIC MANAGEMENT
The relevance of using a strategic approach in the practice of planning the development of state medical institutions is substantiated. Three interrelated levels of strategic planning are identified: defining the main goals, developing a set of strategic objectives, and creating roadmaps. An example of using SWOT analysis to justify the strategic objectives of a state clinical hospital is provided. A diagram is developed that reflects the relationship between strategic objectives and the main goals of a state medical institution. Three strategic areas are proposed for a state medical institution: “Organizational Issues and Management,” “Medical, Diagnostic, and Preventive Activities,” and “Economics and Finance.” For each strategic area, sets of strategic objectives have been substantiated, indicators and measures for their implementation have been defined, and key areas for their implementation have been identified.
The article examines the challenges facing the domestic higher education system at the stage of its digital transformation. The situation is analyzed from the standpoint of control theory in its cybernetic formulation: challenges are classified as disturbing effects on the system, which must be compensated for by applying control actions to it, formed in accordance with the nature of the disturbances. The author identified the main challenges facing the university, formulated the basic principles for their elimination with an emphasis on identifying promising practices for managing a private university. The article substantiates the architecture of practical implementation of the strategy of structural transformations of industrial complexes. The presented concept allows synchronizing the efforts of all participants in the process of structural transformation of industrial complexes: from federal authorities to individual enterprises, creating a single space for coordination around priority areas of development. The author’s concept ensures transparency of resource distribution, measurability of results and the ability to promptly adjust the strategy in response to new challenges, which is critically important in achieving technological sovereignty in the context of the formation of a new technological order and intensification of global competition.
DIGITAL ECONOMY
Due to the rapid development of technology, it is possible to use artificial intelligence (AI) in marketing.
The article analyzes the specialized literature and systematizes various AI software products that can be used to solve marketing problems. The impact of AI on such marketing components as market analysis and forecasting, audience sentiment analysis, personalization of offers, and more is assessed.
As a result of the research, the authors proposed a conceptual model for the use of AI technologies in the development of marketing strategies for business development in conditions of a limited budget.
The information base consisted of 74 articles on the applicability of AI in marketing, a survey of 21 heads of marketing agencies, as well as an analysis of 78 programs from the field of MarTech.
The paper analyzes the concept of a digital platform as an organization. It shows how
the principles of classical economic organization management can be applied to the management
of a digital platform. The paper formulates the main tasks facing researchers in the field of digital
platform management.
ENTREPRENEURSHIP AND INNOVATION
The article reveals the problems of sustainable development in the context of the transformation (digitalization) of economic systems based on the convergence of economic, technological and infrastructural worlds forming a new reality – the “industrial metaverse”. The study describes the Spatial Development Strategy of the Russian Federation, which sets sustainable growth through the use of consistency and integration of territorial development. As part of the analysis of spatial development, digitalized projects are presented, which are the most important condition for the formation of a meta-universe that ensures the creation of new forms of business interaction. The study confirms that the development of the industrial metaverse can be considered a response to such technological, economic, social and environmental challenges.
The article considers the transition to a green economy as one of the most important activities aimed at leveling environmental threats, involving the introduction of environmentally sound and socially responsible practices in various industries that can reduce the negative impact of economic activity on the environment.
Challenges such as climate change, environmental degradation, and resource depletion require a rethink of economic growth models.
The novelty shows how the development of a green economy is becoming a risk management tool in the field of environmental conservation, in particular in the Republic of Bashkortostan, as one of the regions of the country with a high level of anthropogenic stress and the potential for transformation into a green economy.
Proposals have also been developed to strengthen the green vector in the system of socioeconomic development: the development of alternative energy, biotechnology, ecotourism and the transition to environmentally sound agriculture.
ANALYSIS AND DIAGNOSTICS
The management of unfinished construction projects (UCP) in Russia faces a number of systemic challenges, including the lack of uniform classification criteria and legal uncertainty. The article analyzes data from the Russian Federation’s Accounts Chamber, reflecting the dynamics of UCP, examines the current regulatory framework, and identifies methodological gaps in regulation. The authors propose legally defining the concept of UCP, developing a methodology for their assessment, and improving decision-making procedures. Additionally, recommendations are formulated for optimizing regulatory tools and mechanisms to reduce the volume of unfinished construction, with the aim of enhancing the efficiency of budget fund utilization.
The paper presents a forecas t of the development of technological solutions that ensure the implementation of customs services at intelligent checkpoints using the model approach of P.F. Ferhulst. The relevance of the study is due to the need to improve the efficiency of customs infrastructure facilities, in particular, in the context of increasing trade turnover and the complexity of logistics chains. The key issues affecting the capacity of checkpoints are analyzed, and the need for innovative approaches, including the use of digital technologies, artificial intelligence, and predictive analysis methods, is substantiated.
Practical recommendations on the formation of a list of customs services within the IPI metaverse are proposed, taking into account the requirements of international standards and guidance documents, as well as the capabilities of information and service platform at the intelligent checkpoints. Special attention is paid to the analysis of patterns of technological development and the use of the Verhulst model apparatus to predict the level of implementation of innovative solutions, such as intelligent car inspection systems and Big Data analysis to identify customs risks. In conclusion, the author substantiates the need to create a specialized scientific expert group that provides an interdisciplinary approach to the development and implementation of innovative technologies in customs.
LABOR AND SOCIAL SPHERE
The paper examines the transformations occurring in the labor market under the influence of digitalization. A comparative analysis of the concepts of traditional, digital and platform labor economics is carried out, and the characteristics of the labor process are studied. The main vectors of digital transformation of the labor process are highlighted.
ECONOMIC SECURITY
In the presented scientific article, a content analysis of approaches to understanding the essence of the concept of «economic security of an enterprise» is carried out. The main object characteristics and accents are highlighted, which made it possible to make a content map of variable projections defining the essence of the concept. It is concluded that the term should be considered in a multidimensional way, taking into account the industry specifics of the organization’s affiliation and the influence of stakeholders. The author’s model of ensuring the economic security of an industrial enterprise has been developed taking into account the stakeholder approach.
We propose to understand the definition of «economic security of an enterprise» directly as a balanced state of interaction between stakeholders under the influence of both external and internal threats, ensuring the achievement of strategic guidelines of the enterprise, as well as operational adaptation to emerging stressful events based on modern methods of design solutions. To develop a strategy for ensuring the economic security of industrial enterprises, the author's algorithm for eliminating stressful events is proposed.
