Abstract

The author’s original concept of formation, development and improvement of a dynamic complex of monetary-price and financial-credit relations of the national economy is presented in relation to a new system (model) of management, corresponding to the synergy of the worldview values of the people and the sovereignization of the Russian state. At the same time, the main attention is paid to the system-strategic management of this complex, which is one of the blocks of a new model of systemic-strategic management of the Russian economy, an alternative model of a totally liberalized economy of market fundamentalism (neoconservatism-monetarism), artificially introduced under the pressure and patronage of economic advisers and experts from the United States and other Western countries, aimed at turning the national economy into a neocolonial appendage global market.

Abstract

As a concretization of the author’s concept of system-strategic management on the basis of the synergy of worldview values and the sovereignization of Russia by a dynamic complex of monetary-price and financial-credit relations of the national economy, an original, unparalleled concept of the correlation of the internal and external contours of the dynamic complex of monetary-price and financial-economic relations of the national economy of a sovereign country is presented. The prerequisite for the development of this concept is the two-variant model of globalization of the world economy developed by the authors, which unfolds in an antagonistic contradiction between the agonizing globalization of the neocolonial type and the growing power of globalization based on a multipolar world, with the trend of maturing a solidary world within it.

Abstract

The article deals with the issues of territorial proportions and the allocation of productive forces. Statistical data on the prevailing territorial proportions in the distribution of Russia’s productive forces are presented. The main theoretical and methodological problems of the spatial organization of the economy are analyzed. The features of the formation of a statistical base based on the methodology of the system of national accounts are evaluated. A methodology for a comprehensive assessment of the standard of living in the regions is proposed. The problems of regional development management are determined.

Abstract

The article explores the positioning of humanities universities in the context of digital transformation and the rapid development of artificial intelligence. It analyzes global practices in university positioning, including approaches such as academic leadership, practice-oriented education, global integration, digital transformation, and social responsibility. The necessity of developing a unique positioning strategy for humanities universities is substantiated, with an emphasis on preserving their identity, fostering soft skills, and adapting to the challenges of the digital age. The article addresses issues related to integrating technologies into the educational process, preserving cultural heritage, and preparing specialists capable of working at the intersection of humanities and technology. The study was conducted as part of the “Project Research Teams of RSUH” grant.

Abstract

The relevance of the topic of the article is due to the need to provide housing for the population of the region, the aging of the housing stock, and high migration of the population. Regional housing policy is presented as a way to solve social problems by improving the living conditions of the population. At the same time, not only the housing stock is being updated, but also the transport, engineering, and social infrastructure. The construction complex is one of the key subsystems of the regional economy. High demand for infrastructure facilities creates an opportunity to increase construction volumes. The article notes that the regional housing policy activates not only construction, but also other sectors of the region’s economy, and this improves its attractiveness, first of all, for investment.  The article presents the main indicators of the living conditions of the population of the Amur region, proving the improvement of their living conditions. At the same time, there is a problem of imbalance of spatial development, there is no diversity of architectural and urban appearance. The research methodology is based on general scientific methods of cognition: system analysis, synthesis, data collection, comparison, description.

Abstract

The article aims to define and scientifically substantiate the prospective trajectory of sustainable development of the fuel and energy complex in the regional economy of Russia, as well as to support it with a forecast until 2030 and applied recommendations for regulating innovations in the electric power industry in the regions of the Central Federal District (CFD). For this purpose, econometric modeling of innovative activity in the electric power industry in the regions of the Central Federal District of Russia was carried out, which revealed the causeand-effect relationships of innovative development of the fuel and energy complex and the sustainability of the energy economy in domestic regions. Thanks to this, the main strategic benchmark for innovative development of the fuel and energy complex was identified: increasing the share of innovative products, as well as the sources for achieving it: increasing the number of personnel involved in R & D and the costs of innovative activities of organizations. A forecast has been compiled A forecast of sustainable development of the fuel and energy complex based on innovations in the electric power industry in the economy of the regions of the Central Federal District of Russia until 2030 has been compiled, demonstrating the possibilities of ensuring more complete energy sufficiency of the regions, and the author’s recommendations have been developed for its practical implementation in each region of the Central Federal District of Russia.

The final conclusion is that the promising trajectory of sustainable development of the fuel and energy complex in the regional economy of Russia is associated with the optimization of innovative activities in the electric power industry. The compiled forecast formed strategic guidelines, and the developed applied recommendations for regulating innovations in the electric power industry in the regions of the Central Federal District of Russia specified the tasks of local government in these regions for their entry into the proposed promising trajectory of sustainable development of the fuel and energy complex until 2030. In total, the scientific and practical developments of this article will improve the practice of state regulation of innovative activity in the fuel and energy complex in order to ensure its sustainable development in the regions of Russia.

Abstract

In the context of growing competition among higher education institutions, creating and maintaining a positive image of the university is becoming critically important. Students and their parents make decisions about choosing an educational institution based not only on academic achievements, but also on the reputation of the university. The article considers event marketing as an effective PR tool for shaping the image of educational institutions. The advantages of holding special events, such as awards and festivals, which contribute to the formation of an emotional connection with the audience and strengthening the reputation of the organization are considered. An example of the All-Russian award in the field of media volunteering #DobroMedia, organized by the Russian State University for the Humanities, is given, which illustrates the successful integration of social initiatives into the educational process.

The traditional approach to management is increasingly being replaced by a process approach. This article analyzes the management of an organization’s activities based on business processes. A comparative analysis of functional and process approaches is carried out. The article also discusses methods to improve the efficiency of the organization. The key among them, in the author’s opinion, is the modeling of business processes.

Abstract

The main purpose of the operation of manned space complexes is the implementation of scientific and applied research that cannot be implemented on Earth. At the same time, these complexes have significant commercial potential, the substantiation of which is devoted to this scientific article. The author emphasizes that the activities of manned space complexes are still subsidized. The existing standard governing the process of preparing and conducting commercial targeted work on them has a number of drawbacks. The article substantiates that the current stage of development of the space industry requires the active introduction of commercial mechanisms to reduce budget costs and increase resource efficiency. In these conditions, according to the author, the Roscosmos State Corporation should focus on the commercialization of scientific research on manned space complexes, which provide unique opportunities for conducting scientific research in microgravity, extreme temperatures and vacuum conditions inaccessible on Earth. The article suggests specific measures for the widespread use of the space potential of manned space complexes.

Abstract

The role of the gas sector in the stable state of the Russian budget and the development of the Russian economy is very significant. Due to the natural decline in production at existing fields, the continued existence of the industry is impossible without the implementation of investment projects. The paper reveals which dynamic assessment criteria are most appropriate to use to assess the effectiveness of gas projects, and why these criteria. Based on the results of the study, the uniqueness of the conditions for the implementation of gas projects and the importance of the influence of non-economic factors, prices and projected production volumes are taken into account.

Abstract

The article is devoted to  the study of problematic issues regarding the formation, use and management of the resource potential of high-tech industries. The author’s component composition of the resource potential of high-tech industries is substantiated. The directions of the study of resource potential, caused by the influence of innovative technologies, R & D results, intellectual and human capital, are developed, which leads to the growth of knowledge, intangible assets in industry. A scientific approach to improving the management of resource potential development in high-tech industries is presented. In accordance with the author’s view, the possibilities for forming a flexible strategy for managing the development of resource potential in high-tech industries are expanded.

Abstract

The paper shows that the localization of production in high-tech sectors of the Russian industry is complex. Based on the study of the process in the aviation industry, its structuring is proposed with the allocation of 4 main stages. This periodization allowed us to characterize each of the stages, identify the tasks, the pace of implementation, and systematize the effects and risks. As a result, a forecast has been developed for the formation of individual components of the total effect in the process of localization of production in the Russian aviation industry. The results obtained will allow us to develop business models for each stage of production localization.

Abstract

The paper predicts and characterizes the most important business processes of localization of production in high-tech industries using the example of the aviation industry. Appropriate schemes have been developed for each stage of localization. Based on the performed analysis, the compliance of the business processes of production localization with the UN Sustainable Development Goals has been established. A scheme for the formation of the business process of industrial symbiosis in the use of decommissioned aircraft is proposed. The results obtained made it possible to predict the complex, sustainable development of the industry.

Abstract

The article draws attention to the importance of wine for the human body; shows the presence of a shortage of technical grape varieties necessary for the production of wine materials, and suggests ways to reduce it; points to the relatively low quality of domestic wines and the presence of adulteration on the market; justifies the expediency of replacing mentally and physically worn-out equipment of wineries; The ways of increasing the efficiency of the development of wine-making enterprises in the country have been identified (increasing the effectiveness of marketing research, the application of effective pricing policy, the introduction of advanced machinery and technology for wine production, reducing the cost of production, improving the system of economic incentives for employees).

Abstract

The article examines the problems of the formation of the rural settlement system at the present stage of the socio-economic development of the country, taking into account the historical factor, types of settlements and changes in their functional purpose. Changes in the structure of rural economic sectors and in ensuring connectivity of various types of settlements have also been identified.

The stages in the formation of the settlement system in rural areas, the effect of determining factors at each selected stage are shown. The tendency to curtail the network of rural settlements appeared during the Great Patriotic War and was not due to economic reasons.

As shown, the administrative approach also prevailed in the implementation of the policy of eliminating “promising villages”. Currently, social and cultural factors play an important role in maintaining the existing network of rural settlements.

It has been revealed that currently there is a concentration of the rural population in settlements with a population above 500 people, in which most of the preserved institutions of social infrastructure operate.

The first experience of implementing the Program for the creation of support settlements in the Republic of Bashkortostan is summarized, among which there are cities of regional significance, administrative centers of districts and large villages. They were identified by the availability of social infrastructure facilities to serve the rural population and by their location in the highway network, i.e. by their functional purpose to ensure the connectivity of territories.

By the action of these factors in the foreseeable future, it is possible to determine the prospects for the preservation of a particular settlement. At the same time, the dynamics of the total population of the country and its regions remains an important factor.

The proposals for the formation of a settlement system, taking into account their specialization, are substantiated.

Abstract

Liquefied natural gas (LNG) is becoming an increasingly important element of the global energy system. In the context of growing dependence on energy resources, climate change and the need to switch to more environmentally friendly energy sources, the LNG market demonstrates significant growth and transformation. The article is also devoted to the consideration of the model for forecasting global supplies of liquefied natural gas, its formation, economic and mathematical content. The developed model for forecasting global supplies of liquefied natural gas, for the first time takes into account in detail the current state and prospects for the development of the tanker fleet when modeling LNG transportation. The developed model allows calculating the distribution of global LNG flows from natural gas liquefaction plants to receiving regasification terminals.

The calculation is based on the criterion of minimum costs for LNG production, transportation and regasification with the maximum possible satisfaction of demand. The model takes into account the capacities of all existing and prospective global LNG plants and receiving terminals. Optimization is carried out taking into account the concluded contracts for LNG supplies, existing and prospective capacities of the world tanker fleet, as well as freight contracts. It is envisaged to specify various scenarios of demand and prices for LNG in world sales markets. The use of the constructed economic and mathematical model can provide Russian producers with competitive advantages in the LNG market, due to more accurate forecasting of the LNG market.

Abstract

The article systematizes knowledge about digital ecosystems and identifies their role in the transformation of the agro-industrial complex. It provides an overview of modern terminology in the agro-industrial sector in the context of Industry 4.0, and provides the author’s definition of the term “digital ecosystems”. Much attention is paid to the development of “smart farming” and “precision farming”. The article presents global experience in implementing digital ecosystems, including successful examples from the USA, the European Union, China and developing countries. The authors formulated the prospects and risks of developing global digital ecosystems in the agro-industrial sector.
