Abstract

Продуктивность, результативность, эффективность, синергетичность, успешность and their English counterparts: performance, efficiency, economic efficiency are key management and economic terms that are often confused when describing and subsequently evaluating resource conversions to obtain the final product in organizational activities aimed at meeting the expectations and goals of customer counterparties. There are a lot of Russian- and English-language managerial, economic and technical terms and concepts, but periodically there is some methodological inconsistency in the practice of their application. To build a methodologically correct integral Russian model of corporate governance, it is necessary to build a consistent thesaurus of concepts and terms. The authors have proposed several measuring scales that will be useful for building this model.

Abstract

The purpose of this paper is to develop a multilevel methodological approach to the comprehensive assessment of the effectiveness of innovation implementation in retail companies.  The objectives were to systematize existing assessment approaches, distinguish implementation conditions, resources, actual use, and outcomes, and develop rules for selecting and aggregating indicators. Based on an integrative literature review, the paper systematizes resource–outcome, process, customer, organizational capability, and strategic approaches, supplemented by financial methods of project evaluation.

The proposed model comprises eight analytical blocks: organizational readiness, resource provision, implementation quality, actual use, and customer, operational, financial, and strategic outcomes. The first four blocks describe the conditions and mechanism through which an effect is generated, while the remaining four represent achieved performance. The system of indicators follows a modular principle and combines a universal core with digital, omnichannel, logistics, marketing, and organizational modules. The digital module covers data quality, automation, and technology use, whereas the omnichannel module reflects channel integration and changes in customers’ cross-channel behaviour.

Performance and resource intensity are calculated separately: the integral performance index is based on customer, operational, financial, and strategic outcomes, while the resources committed to the project are measured by a separate index. The paper proposes procedures for normalizing and aggregating indicators, assigning weights, and conducting sensitivity analysis of the final assessment. The approach can be used to compare innovation projects, monitor their implementation, diagnose insufficient returns, and support scaling decisions. The main limitation is that the model has not yet been tested using data from specific retail companies.

Abstract

His article examines the evolution of theoretical approaches to the international competitiveness of transnational corporations (TNCs) in response to the sustainable development agenda. TNCs exercise considerable influence over the global economy, accounting for a substantial share of world output, trade, and innovation. Yet classical theories of international business have long treated environmental and social constraints as external conditions rather than as endogenous factors of competitiveness.

The paper reviews the OLI paradigm, the resource-based view (RBV), the natural-resourcebased view (NRBV), and the literature on sustainability innovations, ESG factors, and sustainable dynamic capabilities. The analysis demonstrates a progressive shift from a narrow economic conception of international competitiveness towards a multidimensional framework in which sustainable development principles, integrated into global value chains, constitute a source of competitive advantage for TNCs.

The study's scientific contribution lies in refining the concept of «sustainable international competitiveness of TNCs» and in offering a stage-based systematization of the theoretical evolution as applied to global business. The practical relevance of the findings consists in providing a rationale for the systemic integration of sustainability principles–including responsible consumption and production–into corporate strategy, thereby strengthening TNCs' competitive positions in foreign markets.

Abstract

The platformization of the advertising market expands opportunities for direct media buying by advertisers: major inventory sellers are moving advertiser registration, campaign setup and launch, payment, monitoring, and reporting into digital interfaces. At the same time, agency intermediation remains a stable form of organizing media buying. The purpose of this study is to examine the contradiction between the development of direct digital access and the persistence of the agency model in the Russian advertising market. The study concludes that the technological capability for direct media buying is a necessary but insufficient condition for reducing advertising intermediation.

LABOR AND SOCIAL SPHERE

Abstract

Bank mortgages are an important component of the Russian Federation’s state housing policy aimed at increasing housing affordability and availability. Meanwhile, Eastern European countries used construction savings banks as an effective mass institution for transitioning to bank mortgages, a practice proven by Russian researchers but not implemented in the country. It is argued that mortgage lending, including preferential mortgages, is not a universal solution to the housing needs of the Russian population. The article aims to substantiate a comprehensive, differentiated approach to providing housing to all categories of households, with priority given to middle- and low-income groups. For families with average per capita incomes, it is proposed to legally introduce the institution of construction savings banks and encourage the development of housing cooperatives. To improve housing conditions for households with below-average per capita incomes, it is recommended to combine the sale of private apartments with preferential mortgages, participation in state-supported housing cooperatives, and the development of institutional housing rentals. For low-income families, promote subsidized rental housing and the construction of municipal social housing. To increase housing affordability, it is recommended to encourage efficient construction technologies and the development of non-profit construction organizations.

REGIONAL ECONOMY

221-231 15
Abstract

The purpose of this article is to propose and scientifically substantiate a new paradigm for regional development based on the principles of managed specialization, spatial connectivity, and accelerated development of construction infrastructure in the context of the current legislative agenda of the Russian Federation. The research methodology is based on a systems approach, content analysis of regulatory acts and transcripts of the Federal Assembly of the Russian Federation, and the application of spatial econometric methods to modeling interregional flows. The paper demonstrates the evolution and institutional limitations of classical «core-periphery» theories as applied to contemporary Russian realities. It systematizes current debates in the domestic regional economy. The author formulates the concept of «space-flow», in which the construction industry and strict infrastructure standards act as the basic material driver for overcoming core-periphery polarization (based on materials from the Yaroslavl Region). The paper concludes that the transition from spontaneous agglomeration concentration to controlled specialization through mechanisms for the formation of rural agglomerations and the modernization of the construction complex is recognized as a strategic priority, ensuring economic sovereignty and balanced spatial development of territories.

Abstract

The paper puts forward an indicative composite index measuring the contribution of innovation infrastructure to a region’s economic security (the IIESR index) and provides its methodological grounding. It does not assess particular regions: what it delivers is a reproducible calculation algorithm. The need for such a tool stems from the fact that the appraisal of innovation-infrastructure institutions and the indicator apparatus of regional economic security have so far evolved separately. The core of the proposed solution is a two-contour system of reference points. Where a substantive safety threshold exists – budgetary payback or a ceiling on the unit cost of a job – the comparison is made against that threshold; where no such norm exists (shares in GRP and employment, productivity, resident diversity), the indicator is set against an external development benchmark drawn from nationally representative data. Both reference types are fixed in advance and are not recomputed when the sample changes, which keeps the assessment indicative in meaning and comparable across years. The index is built along the stages of the OECD/JRC handbook. Block weights are fixed: equal weights as the baseline and analytic-hierarchy-process weights, with a consistency check, as an expert alternative; sample-dependent weighting is rejected. The algorithm’s stability is examined on a conditional example through a simultaneous uncertainty analysis (Monte Carlo) and a variance-based sensitivity analysis of the zones with respect to normalization, weights, and the aggregation method. Validation on a real sample of regions is identified as the next step.

INDUSTRIAL ECONOMICS

Abstract

Project management tools are firmly embedded in the practice of modern enterprises and government agencies. The complex nature of project management requires the simultaneous solution of many tasks. These include the creation of project organizational structures, import substitution of specialized software and its integration into the existing information environment of the enterprise, and the formation of corporate work regulations. For Russia, these tasks need to be solved in the context of a transformation of the country’s development strategy and a change in management culture, which creates additional difficulties. The article discusses these problems and possible solutions.

Abstract

This article examines the automation of transport department workers at industrial enterprises in the context of digital transformation to reduce the labor intensity of routine paperwork related to data processing, data entry, and improved consistency. It is demonstrated that the introduction of digitalization allows for the optimization of transport operations. The limitations of the current traditional model, which manifest themselves when most processes are concentrated in the pre-trip interval, are identified. A new model is proposed that differentiates operations into preliminary, transitional, and immediate processes, shifting some actions to preprocessing. This can facilitate the automation of repetitive procedures and the parallel processing of manual documentation. This reduces the organizational burden on personnel, improves data accuracy, simplifies the integration of electronic waybills with accounting systems, and expands the capabilities for subsequent analysis of industrial enterprise transport activities.

Abstract

The purpose of the study is to identify and substantiate a set of objectives aimed at improving the efficiency of the Russian healthcare system. To achieve this goal, an analysis of current scientific publications devoted to healthcare system development was conducted, along with the use of interim results from the sociological study «Long and Active Life».

The article presents the authors’ approach to the formation of an optimal set of strategic healthcare development objectives, based on the separate consideration of the medical, social, and economic dimensions of healthcare efficiency. SWOT analysis was employed as the main research tool, making it possible to identify and systematize the opportunities, threats, strengths, and weaknesses of the Russian healthcare system across each of the efficiency dimensions under consideration. Based on the analysis, key strategic objectives were formulated and substantiated, the implementation of which is expected to contribute to the further improvement of the healthcare system and enhance its overall performance.

The findings demonstrate that most of the identified development priorities are consistent with the provisions of the Healthcare Development Strategy of the Russian Federation through 2030, confirming their relevance and practical significance, while several other substantiated objectives represent promising directions for the future development of the sector. The scientific novelty of the study lies in the comprehensive substantiation of a system of priority healthcare development objectives through the integration of theoretical analysis, the SWOT approach, and empirical data obtained from a sociological survey.
