THEORY AND METHODOLOGY
The original author’s concept of system-strategic management of the national economy based on a combination of factors, values and the sovereignization of the country is presented. Value factors and factors of sovereignty are considered as a dialectic of their unity and struggle, which develops into a synergy of their interaction-interpenetration. The systemic strategic management of the national economy is an active and dynamic expression of the socio-economic system of the country, which is multivariate. The authors propose a transition from its variant, which has developed over the years of radical market reforms, to an integrated system that organically combines the positive properties of planning and distribution and market capitalist methods of management (while neutralizing their negative properties) around the core of the national and state interests of the country. The above is concentrated in two original models and formulas of algorithms for their use. A number of practical recommendations have been put forward and justified.
STRATEGIC MANAGEMENT
Public institutions are often viewed by citizens as inert structures, and this pattern is observed in all countries. In this regard, scientists and practitioners offer various options for the development of government structures. Such options include the concept of public management, when many business methods are transferred to the activities of public institutions. Such methods include key performance indicators, project activities and much more. There was an idea of the state as a service state providing citizens with a set of public services. In the context of multidimensional dynamics, the concept of a “strategic state” has appeared, which uses strategic management methods in its activities. This article presents the directions of using strategic management methods in the activities of government organizations, which will help them become more adaptive to the rapid change in external conditions.
DIGITAL ECONOMY
This article is dedicated to the research of modern technologies in the development of e-commerce and their application in retail. It emphasizes the role of technologies as drivers of innovative growth in e-commerce, their comprehensive impact on business models, optimization processes, and improvement in customer interaction. Special attention is given to the analysis of advantages and opportunities provided by digital technologies for the development of the e-commerce market. Examples of successful application of these technologies in retail are presented, highlighting the ability of technologies to affect business costs, increase the speed of operations, user experience, and stimulate repeat purchases. The risks associated with the use of digital technologies are also outlined, largely related to the volumes of capital investments, the need for constant technology updates, staff training, and many other problems. The study concludes that a comprehensive approach is necessary when selecting and implementing digital technologies in the activities of trading business structures operating in the e-commerce market. It is revealed that to achieve the maximum effect from the application of innovative technological solutions, their long-term applicability and potential impact on traditional business processes must be considered.
ENTREPRENEURSHIP AND INNOVATION
The article discusses some economic aspects of managing the costs of innovation in the mechanism of sustainable development, provides an algorithm for managing the costs of innovation in the mechanism of sustainable development, examines the dynamics of gross domestic product (GDP) and costs of innovation activities of organizations of the Russian Federation (CIA), clustering of Russian regions in accordance with their level of GRP and CIA, The relationship between innovation and sustainable development is shown, and the increasing importance of innovation activity is determined annually, A correlation analysis of the impact of the CIA level on GDP was performed, the CIA forecast was made according to the forecast of socio-economic development of the Russian Federation until 2030, conclusions were drawn about the need to increase the CIA in order to achieve the goals of sustainable development of the country’s economy.
The article considers the great importance of the creation and development of small and medium-sized enterprises of the baking industry of the Russian Federation; draws attention to the fact that the products of these enterprises should be of high quality and be accessible to the population of the country; proves the availability of opportunities for full provision of the main type of raw materials – high-quality flour; reveals the historical aspect of the creation and functioning of small and medium-sized enterprises the business of the baking industry of the Russian Federation; an assessment of the structure of bakery products production in the federal districts of the country is given; attention is paid to the restrictions on the access of these enterprises to borrowed financial resources; the need for continued support of small and medium-sized businesses at the macro level, implemented within the framework of the national project «Small and medium-sized enterprises and support for individual entrepreneurial initiative» is justified.
The relevance of the article is due to the fact that the quality of university startups largely determines the possibility of successful integration of innovative projects into the economy, the development of domestic science and modern technologies, the competitiveness of Russian products in domestic and foreign markets in the context of import substitution. All this determines the importance of high-quality university startups.
The scientific novelty of the study is to identify the problems of the development of youth startups emerging in the university environment of the Russian Federation.
The object of the study is the system of functioning of university startups for possible use in both creative industries and industrial economics.
The purpose of the study is to develop a model for analyzing a startup project, assessing the potential for commercialization of a youth startup project, calculating the main indicators of investment attractiveness and an investment model related to this analysis.
Tasks: based on questionnaires and expert assessments, to identify the level of compliance of university startups with the expectations of investors and potential customers of services and industrial products.
The theoretical and practical significance of the study lies in the fact that the obtained results of the analysis of university startups can be used for the subsequent task of synthesizing the optimal configuration of a startup, which can be used to obtain or reject support from both state and municipal organizations and investors wishing to successfully implement a student startup.
Conclusions. For a long period of time, there has been a trend of student activization within the framework of the youth entrepreneurship system. The number of defenses of student final qualifying works in the “Startup as a Diploma” format has increased many times. Technical universities, which have been actively promoting such programs for a long time, have been in the process of joining humanitarian universities in the last few years. However, the dynamics of successful conversion of startup students’ business ideas into practical projects has slowed down due to the deterioration of two factors. Student ideas often do not have a correct economic justification for investments, which does not allow interested venture capital companies to invest in a startup. In addition, upon graduation, graduates prefer stable work in well-known companies with a positive reputation to private business. As a result, many interesting ideas never reach the market.
MARKETING AND ADVERTISING
The article investigates the information needs of part-time students of RSUH. In order to identify the information needs of students, marketing research of third-year students was conducted. The method of information gathering is a survey.
The conducted research showed that the information needs of the student audience, their content, satisfaction, development need constant monitoring and comprehension. And the study of information needs should be prioritized and anticipated, so that it can be used for the development of students’ academic skills.
LABOR AND SOCIAL SPHERE
The article reveals the issues of improving the management system of social benefits, the composition and organization of the social package offered to employees in the organization. An analysis of the influence of motivational factors in the conditions of the “employee market” – a low level of unemployment - was carried out. The main approaches to the formation of the concept of managing social benefits at an enterprise are considered, and an analysis of their applicability in the context of modern requirements and challenges faced by organizations is carried out. The proposed methods of stimulating employees will become an effective motivator for company personnel, which will have a direct impact on increasing labor productivity.
ANALYSIS AND DIAGNOSTICS
The article considers changes in macroeconomic forecasts that must be taken into account by manufacturing enterprises when making strategic management decisions and developing directions for regional promotion of goods; shows the dynamics of household income and consumer market; provides a rating of regions for housing and noted that the actual scenario for building a strategy for promoting enterprises’ goods should be regional expansion.
FINANCE. CREDIT. CANS
Classical economic theory, analyzing and predicting the financial behavior of individuals, assumes of the rationality of economic decision-making by individuals. However, behavioral economics is currently being applied in the financial sector. The purpose of this article is to assess the importance of subjective factors in the financial behavior of individuals. Through a comparative analysis of objective statistical data and subjective surveys, this article attempts to demonstrate the importance of emotional factors in explaining individual financial decisions.
LOGISTICS
It seems indisputable that the efficiency of the functioning of any production system traditionally depends on the stability of the logistics chains. After all, absolutely any, even the most insignificant failures and delays in the supply system of raw materials, semi-finished products and components to an industrial enterprise can fatally affect the dynamics of finished products. Within the framework of the applied scientific research presented in this article, an innovative methodology developed by the author for the quantitative assessment of logistical dysfunctions arising in the modern production management system is described. The application of this technique in practice will allow managers of all levels to mathematically accurately determine the degree of disturbing effects of logistical administrative dysfunctions on the efficiency of the functioning of production systems of various levels of complexity and specifics of activity.
REGIONAL ECONOMY
The article examines the territorial distribution of various areas of agricultural activity in the Astrakhan region, as the basis for its effective implementation and obtaining productive results. The identification of the features of the economic zoning of agriculture is aimed at developing a strategy for the development of the agricultural sector of the region, based on the specific parameters of the territorial distribution of various types of agricultural activities. This determines the relevance of this study. The study used statistical data from the region in question and methods of comparison and generalization, economic-statistical and system analysis.
ECONOMICS OF THE FUEL AND ENERGY COMPLEX
The modern oil and gas industry is a pronounced project industry, the life cycle of which involves the implementation of large investment projects to create oil and gas industry facilities, characterized by a high degree of uncertainty, which is usually described by such a category as challenges – significant changes in the internal and/or external environment. These challenges can create threats – a combination of some factors that create prerequisites for possible damage to the economic interests of the owners of an oil and gas company implementing an investment project. In turn, threats can generate risks – the possibility of harming an investor implementing an oil and gas project. The approaches of the authors of the article to modeling the risks of oil and gas projects differ, firstly, by a clear separation of threats and risks, where exactly at the risk level there is the possibility of their quantitative modeling. Secondly, by reducing all identified threats to risks. And, thirdly, the construction of risk models involving modeling the impact of risks on the input parameters of models of the effectiveness of investment projects, such as inflows and outflows of the project, as well as the timing of its implementation. The work on a specific project shows the efficiency of the proposed approaches.
ECONOMY OF THE AGRO-INDUSTRIAL COMPLEX
The seed production system built during the USSR period, ensuring sustainable development of agriculture, was largely destroyed in the 1990s. Currently, a new publicprivate model of seed production and distribution is being formed in the country. Russia’s food security depends on how quickly it is completed. In the last 2 years, it has been actively influenced by external geopolitical and economic factors. In this situation, it is appropriate to use foreign experience in creating an «adaptive» model of the seed sector, for example, Turkey, which has created a workable structure in 35–40 years. Today Turkey ranks 11th in the world in seed production and 8th in growing seedlings. This became possible thanks to the building of relations between the Ministry of Agriculture of Turkey and specialized unions, as well as effective government support for the sector. The main provisions of the article: the Russian seed industry is being revived after a period of stagnation; in recent years there has been an acute dependence on the import of seeds for major agricultural crops; It is possible to accelerate the construction of a new model of seed production in Russia, taking into account modern realities and ensuring independence, if we take into account the positive experience of foreign countries.
